Job Descriptions:
Conduct tasks as offshore HSE Advisor supporting Offshore Installation Manager (OIM) of drilling rigs.

Monitor the HSE related activities as per the Rig HSE Plan (Emergency Drills, HSE Committee Meeting, Weekly General Safety Meeting, Worksite Inspections, PTW Audits, UCUA submissions tracking).

Support the improvement of Job Planning, Briefing, Execution and Debriefing(PBED), focusing on Job Safety Analysis, Task Risk Assessments, Permit-to-Work and procedural compliance.

Support to improve teamwork and willingness to intervene at risk behaviors and/or unsafe conditions with an assertiveness belief.

Support to awareness of performance inefficiencies and potential to improve on non-productive time.

Observation of routine tasks and improve Risk Tolerance Levels and Situational Awareness:
Supervisory Group –compliant of policy and procedures and operationalization of HSE Case
Non-Supervisory Group –observes, intervene positively and provide support in understanding

Assist in the preparation and conduct of HSE and Pre-Tour meetings and Toolbox talks. Ensuring that all workers actively participate in the sessions, eliminate the fear to ask when in doubt and get an opportunity to present certain topics themselves during the Toolbox talks.

Conducting quality debrief sessions following every jobs to ensure lessons learned are actively followed-up by the team and at all times conduct “check backs” to ensure understanding of what being discussed.

Organise training sessions, focusing on Leadership and Procedural compliance. Dependent of criticality and allowed timing, participate in worksite HSE and Pre-Tour Meetings.

At all times, engage the Toolpusher, Barge Master, OIM and PCSB Drilling Supervisor of a site on any plans, tasks assigned and/or issues while on board/at site to discuss and summarize the findings and actions requiring rectification

Prepare HSE Reports on Daily, Weekly & Monthly basis (HSE Statistics / Behavioral Safety Activities / Process Safety KPIs / Waste management).

Descriptions:
Development of Project QHSE Management System documentations (Manuals and Procedures)

Facilitate Project Risk Assessment workshops during several phases of the projects: Overall Project Risk, Pre-Construction RA, Pre-Load Out, Pre-Sail Away, Pre-Start Up

Manage Project Document Controls with Client and Subcontractors / Vendors to ensure compliance to Document Control Procedures.

Develop Project QHSE program plans to ensure project delivered as per ALARP in term of Health, Safety, Environmental and Quality. To ensure QHSE Policies and Philosophy are adhered at all time.

Promote Behavioural Safety through Generative Safety Behaviour programs – Trainings / Communication programs

HSE Performance management using intranet system (Babble Fish & HESS Synergi system). Monitoring HSE performance to ensure that HSE Key Performance Indicators are referred to and achieved.

Incident / Accident investigation and reporting. Root cause analysis using 5-Why, TapRooT or Tripod Beta. Prepare Management Report and presentation.

Supporting onshore and offshore teams on HSE matters.

Done offshore assignments (14days on/off cycles) for 12 months onboard FPSO PerisaiKamelia.

Communicate HSE requirements based on client and local government needs to other departments such as Marine, Operations, Technical and HR.

Job Descriptions:

Carry out formal incident investigation and follow-up corrective actions till close out. Manage the Incident reporting database and produce periodical Incident analysis management report.

Custodian of the Health, Safety and Environment Management System (HSEMS) for offshore (FPSO/FSO Operations) and onshore (KL Office).

Coordinate the implementation and improvement of the Health, Safety and Environmental Management Systems (HSEMS) in line with International Standards (e.g. OHSAS 18001, ISO 14001, ISM Code etc.), Legal Regulations and Clients’ Requirements.

Develop, initiate and implement proactive programs to improve and enhance the HSE culture and performance. Organize HSE Campaign and Activities as planned in the Annual HSE Plan.

Organize HSE Training programs as per Training Matrix and Annual HSE Plan. Conduct in-house HSE trainings to improve basic HSE knowledge among onshore and offshore personnel.

Ensure all personnel (e.g. direct, indirect, contractors etc) going for offshore assignment are fit and competent. These personnel should also be approved by the Client.
Manage Duty HSE Officers (FPSO Operations) work schedule and consolidate Offshore HSE Daily Reports.

Liaison with Authorities, Clients and Other Stakeholders with regards to HSE matters. Liaise closely with company’s personnel (both offshore and onshore), clients and contractors to provide technical advice and support in managing HSE issues.

Coordinate and conduct HSE audits and inspections to identify system deficiencies and operational hazards and risks.

Coordinate the periodical review of work sites’ Risk Assessments Analysis Reports (e.g. JHA, HAZOP, HEMP).

As a secretariat for the Onshore Management HSE Committee. This Committee is supporting Offshore HSE Committee (in term of escalated HSE issues that need action by Onshore Office).

Develop and maintain Emergency Response Plans, coordinate Emergency Response exercises and participate as a key member of the Emergency Management Team (EMT).

Coordinate the development of and maintain Environmental Management Plans. Advise on environmental issues and waste disposal programs.
